The plan was to give each house ACCESS to a phone line – some people in the outback have no access to a phone – now they have satelite phones. You still have to pay for a phone line to be installed – thats up to the home owner. If you rent a holiday home generally there is no phone line – in a hotel they can charge you for phone calls, they cants charge you on calls from a holiday home until MONTHS after the calls (when the bill comes) so its easier for there to be no phone at all.
